In order that definite recommendations in regard to British
Trade with China may be formulated for consideration by
Ministers, the following points might be discussed:-
1. Export Credits to China.
(a) appointment of a special representative in China
(b) special conditions as to security, rate of premium,
position of merchants.
(c) scheme for combined action with Chinese Boxer
Purchasing Commission.
(a) co-operation of British banking institutions.
2. Boxer Purchasing Commission
3.
improvement in
machinery for placing and scrutinising orders.
Support of British traders by Diplomatic and Consular
Service in China.
4. Sino-British Trade Committee at Nanking and
Sino-British Trade Councils at important centres

an amendment of Chinese Consortium Agreement
practice in regard to Open Door policy for tenders.
